Policies for sustainable mobility and accessibility in cities of Benin - Diagnostic Study
This diagnostic study aims to identify the main mobility and accessibility issues in Benin’s cities by analyzing five priority themes:
- Strengthening the institutional framework for urban transport management;
- Bolstering funding sources devoted to urban transport management;
- Improving the performance and use of public transport;
- Fostering meaningful participation of the private sector and civil society in urban transport management;
- Improving multi-modal planning and the functioning of city centers.
It was drafted after a first mission to Cotonou and Parakou in order to gather data and talk with local and national players. It draws a distinction between what is at stake for the largest urban area (greater Cotonou) and what needs to be anticipated for secondary cities. It contains an assessment of urban mobility in Benin based on the existing literature and an analysis of the data obtained and interviews
conducted in light of the EASI conceptual framework.
Ultimately, the present study aims to prompt a change in thinking about accessibility and mobility and to raise awareness among decision-makers so that they will implement strong policies, strategies, and operational practices that make an effective contribution to improving transport and mobility in urban areas of Africa.
