Road Management & Financing builds on the principles of the former Road Management Initiative launched in early 1990s as a flagship program to spearhead the road sector reforms in Sub-Saharan Africa. It provided the underpinning policy for the promotion of sustainable road management and financing, based on the premise of commercialization of road management (charging for road use on a fee-for-service basis and managing roads as a business enterprise) to enhance efficiency. The principles are embedded in the 4 building blocks of reform -- responsibility; ownership, stable financing, and commercialized management. These have set the basis for the establishment of Road Funds and Road Agencies in several SSA countries.
