Safer Vehicles: Pillar 3 of the Decade of Action for Road Safety
The Decade of Action for Road Safety encourages Governments to implement road safety policies and action plans that address the following five pillars:
- Better road safety management
- Safer roads
- Safer vehicles
- Safer road user behaviour
- Better post-crash response.
Pillar 3 concerns the prevailing low standards of vehicles, which contribute to a significant number of crashes and casualties. The objective of this pillar is to encourage deployment of improved vehicle safety norms and technologies for both passive and active safety.
Below is an example of good practices and guidelines for Pillar 3. Road safety agencies are invited to submit their own examples of good road safety practices to SSATP so further examples can be added.
Seat Belt and Child Restraints
The report ‘Seat Belts and Child Restraints - a road safety manual for decision-makers and practitioners’ (WHO 2009) is one out of five manuals aimed at policy-makers and practitioners providing step-by-step guidance to improve road safety with simple, cost-effective solutions. The manual includes recommendations for developing and implementing technical standards and legislation, advice on how to monitor and evaluate progress, and suggestions regarding other multidisciplinary measures. A particular focus is the design and implementation of a program to increase seat-belt wearing and child restraint use through legislation, enforcement and public education measures. In developing the material for this manual, the writers have drawn on case studies from around the world to illustrate examples of good practice.
